[pve-devel] pve-kernel 4.13 update to 4.13.16-1-pve

and an update to how ABI files are handled. these were notoriously cumbersome
to send as patch because of the 80k limit on pve-devel.

the abi-check script called during the build can now detect an ABI bump and
make the check non-fatal automatically. the top-level Makefile can generate
a new ABI file after an ABI bump by extracting the Module.symvers file from the
built pve-headers binary package and commit the result automatically.
