[pve-devel] [RFC] build: use wrap-and-sort to cleanup debian/

this patch series cleans up various files in debian/ folders. the most
important one is of course debian/control, where nicely indented and sorted
package lists should help future cleanups and minimize patches.

changes where generated using
wrap-and-sort -a -t -b

if nobody objects, I'll merge this next week. a more minimal alternative
approach would be to re-run wrap-and-sort but limit it to just debian/control,
which I would also be okay with.
