[pve-devel] applied: [PATCH firewall] simulator: make lxc/qemu optional

I'm sure there are other ways but the simulator this code was already
there in Firewall.pm and I there are packages with more annoying build
issues I wanted to move on to ;-)

Personally I don't really see a problem with conditional imports.
(They're particularly useful in dealing with package bootstrapping
issues caused by the doc-generator and verify-api calls when starting
to build for stretch ;-) )
