[pve-devel] [pve-manager] Ceph shutdown order.

We have to add it in the ceph-*.target,
because it will resolved be systemd in shutdown case only on the target.

It is not possible to add this dependency on the fragments cep-*@.service,
it will ignored in shutdown case.
