[pve-devel] Dedicated Migration Network #1177 v2

This is the main part of the dedicated migration network series, after those
three patches migration on a dedicated network should work.
It's configurable globally and can be overwritten per migration (CLI only).

It applies to CTs and VMs, storage and RAM migration (live migration, so
currently VMs only).
The storage migration is currently rsync over ssh only, independent if
insecure or secure migration type is set. Plans exist to change that in the
near future.

v2 fixes mainly problems with IPv6 and setting the migration network through
a `qm migrate` call.
