This would be interesting since then pve-cluster would take care of
distribution. Does pve-cluster copy /etc/pve/corosync.conf
to /etc/corosync/corosync.conf on managed nodes and restarting corosync
when appropriate?

Indeed, but this is not done within a short timespan;-). I would also
vote for expanding pve-cluster to handle quorum nodes which is not
pve-manager nodes. But porting to arm should be on the todo list since
arm based servers are coming to the server room sooner than you might
know.
