I do not know specifics, as on a test machine we set up the ordinary bridges,
not OVS, as you can see from our (fake) /etc/network/interfaces below

[root at pve01 ~]# cat /etc/network/interfaces
auto lo
iface lo inet loopback

iface enp3s0 inet manual
iface enp6s0 inet manual

auto vmbr0
iface vmbr0 inet static
    address 10.10.10.2
    netmask 255.255.255.0
