[pve-devel] File package

Hi
It seems the 'file' package, which we use to test a container template
architecture on startup, is missing from some minimal installs, which prevents
containers from starting.
It has been reported in the forum here:
https://forum.proxmox.com/threads/cannot-create-lxc-container-in-proxmox-4.24137/

The attached file is a patch for that (the file should work with git am)
