[pve-devel] Do not send debug files by default

Hi
User udo reported on the forum a problem getting the UI to work on
a slow server he used as a fencing node.
The following patches proposes to disabled sending debug files by
default which fixes the issue.

I plan to send a further patchset to enable sending the -debug files
when the pveproxy is started in debug mode, as having the -debug is useful
when well, debugging the UI.
