I understand why it's needed to place changes in inittab(especially on import/creation), but i don't understand why PVE should overwrite this file on every container start?
Maybe you can add some workaround for this, if you don't like "unless" statement? I don't want to fork pve-container(or even hardcode this) and sync it with upstream every apt-get upgrade... :(
