I don't see ntp service on a fresh proxmox 4.0 install
# systemctl status ntp
● ntp.service
Loaded: not-found (Reason: No such file or directory)
Active: inactive (dead)

I see both, though...
ntp.service
loaded active running LSB: Start NTP daemon
systemd-timesyncd.service
loaded active running Network Time Synchronization
But yes, `timedatectl set-ntp *` enables/disables the systemd-timesyncd.service.
Interestingly the `timedatectl` status output always shows NTP as on even when
timesyncd is off and just ntp.service is running.
That behavior is just weird.
Maybe we should just add both to the list?
