[pve-devel] qemu-server : remove openvz fairscheduler cpuunits

first, we need -id for authentication (pve-auth.patch).
Also, if we implement cgroups inside pve-qemu-kvm, we can keep this code.
Or do you think it is easier to implement cgroups inside qemu-server?
