Cloning all settings seems like expected behavior to me. If I'm cloning
something, I usually want (or at least expect) as exact a duplicate as I
can get, and any differences that I need, I'll expect to apply manually.
If nothing else, modifying an existing firewall config would usually be far
easier than (re)creating a new one from nothing.
Said another way, you're already going to have to modify other settings in
that case, so why not clone firewall settings as well?
