Yes, exactly, don't understand the need of proxy_arp for vlans.
I think it's a really old file not updated since years ;)

Well, there's that comment in the file: 

# This should probably go into ifupdown 
# But usually only those with lots of interfaces (vlans) need these 

I agree with the first line, but not with the second one...
