About dpdk and windows, I have found informations here:

Seem that before vhost-user support (include in ovs 2.4), it was already possible to use dpdk,
 but that need to have dpdk librairies running inside guest.

with vhost-user, a simply virtio-net should work (and it should work with windows too ;)

Note: on PVE, i had problems with DRBD 8.4.5 working with the Linux Stack, 
while that in others NICs, OVS was enabled only for LAN communication, so i 
had that disable completely OVS in PVE, and after of it DRBD was working 
like a charm.
