HI,
I would like to know your 4k results. (to see maximal iops performance)
With the option -b 4096 (you used the standard 4M with 16 threads)
With 4MByte tests I think it should be easy to max out the network...

Here are some basic results with rados bench:
1.) local test Crucial MX100 SSD
OSD local disk benchmark:
# cd /var/lib/ceph/osd/ceph-0/tmdir
# dd if=/dev/zero of=here bs=1G count=1 oflag=direct
1073741824 bytes (1.1 GB) copied, 2.77576 s, 387 MB/s
# dd if=/dev/zero of=here bs=4k count=100k oflag=direct
102400+0 records in

419430400 bytes (419 MB) copied, 10.8627 s, 38.6 MB/s
102400/10.86 ==> 9429 IOPS
2.) Rados internal benchmarker (replication 3)
# rados bench -p test3 90 write --no-cleanup

Bandwidth (MB/sec): 295.457
Stddev Bandwidth: 130.256
Max bandwidth (MB/sec): 640

# rados bench -p test3 300 seq
Total time run: 19.458482
Total reads made: 6658
Read size: 4194304
