[pve-devel] qemu-server : allow only hotpluggable|dynamics options to be change online

This seems like a very good idea.

The web-ui could indicate the VM has pending changes, possibly by using a
different VM icon, and/or showing it on the VM summary tab.
Being able to view what changes are pending would also be a good idea in
multi-admin environments.
