about cluster rules,

I just notice in code:

    # add host rules first, so that cluster wide rules can be overwritten
    foreach my $rule (@$rules, @$cluster_rules) {


So, that mean than cluster_rules are host input|output global rules ?
(don't apply in FORWARD)

if yes, maybe should we put in gui "global host rules|options" instead "rules|options"
