[pve-devel] Update vzctl to 4.6.1

Hi everyone,

I’ve been working on updating and testing the new vzctl package from openvz on proxmox.

This should be the first step in order to later include in the API and web interface the possibility to limit IO of OpenVZ Containers with IOPS or MB/s.

I have downloaded the code using git, but how do you prefer me to send the patch so it can get reviewed and if ok, included in the project ?
