So, maybe can we add a patch to promox with starting from
eth0 -> vmbr1 -> vmbr1.100 -> vmbr2
(manually configured with /etc/network/interfaces)
then,
if we have a vm with
bridge=vmbr2,tag=200
we can detect than vmbr2 is plugged on another bridge (instead eth0 or bond0),
then create vmbr2.200 -> vmbr2v200 with the pve-bridge script when vm is starting.
like this, it doesn't change setup for other users.
What do you think about it ?

You tag on the physical interface again like bond0.101, but this not work with interfaces like gre, tinc, tunnels which are used often.
We shouldn’t tag on the physical device. We should tag on the bridge or tap device to provide most compatibility.
Q-in-Q works fine on Debian 7 and backports 3.11 Kernel. I tested it with following configuration: eth0 -> vmbr1 -> vmbr1.100 -> vmbr2 -> vmbr2.200 -> vmbr3
Be aware switches and routers must support Q-in-Q and functionality must be enabled to work correctly.
Why we not use openvswitch and VXLAN? It prevents the requirements of Q-in-Q support in hardware and offers many vxlan ids. VXLAN needs multicast, but it shouldn’t be a problem because corosync use multicast too.
