[pve-devel] pve-kernel: disable c-state by default

same than for cpu gouvernor, we should disable c-states by default

this can be done with kernel boot parameter

intel_idle.max_cstate=0 processor.max_cstate=1 idle=poll 


intel_idle.max_cstate=0 can be also done by disabling CONFIG_INTEL_IDLE=n
(maybe other parameter can be done by a kernel patch ?)
