[pve-devel] pveecm add node still tries to start apache

# pvecm add 10.255.0.20
...
Restarting PVE Daemon: pvedaemon.
Can't exec "/etc/init.d/apache2": No such file or directory at
/usr/bin/pvecm line 474.
...
