Wheezy pvetest repo is online:

Upgrade from 2.3 to 3.0: 

HowTo Install Proxmox VE on Debian Wheezy: 

All this is in beta status but ready for testing. We did already some inplace upgrades, also live migration (KVM and OpenVZ) between 2.3/3.0 works in most situations. So downtime is limited. A lot of boxes in our test labs are running great with Wheezy, but not all tests are done. 

As soon as Debian Wheezy is announced as stable, we will also provide a 3.0 ISO installer asap.
