[pve-devel] pve-kernel : disable igmp querier by default and reenable igmp snooping module

I have tested it succefully on my test and production cluster yesterday.

igmp querier is now disable by default to avoid sending igmp query with 0.0.0.0 source address,
which seem to create probem with cisco switches (don't know for other vendor).


querier can be enable with
echo 1 > /sys/devices/virtual/net/vmbrX/bridge/multicast_querier


Note that it shouldn't break a running cluster, as in theory, 0.0.0.0 querier shouldn't participate in igmp
election and shouldn't be the master querier,but was introduce in bridge to speedup convergence.
But of course this is the theory and it must be tested


I have adapted original patch 1 & 2 , as redhat kernel have small differences
