If we need rrd for each network, I think we need MAX_NETS x netin && MAX_NETS x netout

so 32 netin && 32 netout values.

does null values take space in rrd ?

First step is to define the RRD file format. As you know, it is hard to change 
rrd files later, so we need to do that very carefully. 

We should also try to keep the files small.
