Some ISP assign IP's from a pool and when a request for an IP comes
from an unassigned customer they lock the IP to the requesting
customers MAC resulting in two things:
1) Should the customer release the assigned IP the only way
guaranteeing to receive the same IP again, or any IP for that matter,
is that the request for IP uses the same MAC
2) Any package with source IP matching the requested IP will be
discarded if the MAC is different that the MAC used when requesting the
IP.
