[pve-devel] upgrade and subscription

Hi Dietmar,

I might have discovered a small bug in the subscription system. Here
goes:

Synopsis:
- A running pve 3.0 with installed subscription key is upgraded to pve
3.1
- After successful upgrade running refresh in updates resulted in a 401
  error fetching upgrade list from pve-enterprise

Work-around:
- go to subscription and run check

After running check in subscription refreshing package list under
updates worked as expected.
