Do you think one cipher option is enough? Or should we split into 
ciphers-external und ciphers-internal.

For example:
migration is always internal network
vnc and stuff is external network

Or just one setting for all?

What is the best way to get that setting from datacenter.cfg for example 
in AbstractMigrate.pm?
