yes, this is the correct way.

if you down host restart, it will get the new vm locations from the cluster config.

Hello list, 

what is the correct way to migrate KVM VMs from an offline host node? 
The normal migration fails as it tries to use SSH to the offline host. 

Or is this the expected idea: 
mv /etc/pve/nodes/NODENAME/qemu-server/113.conf 
/etc/pve/nodes/NEWNODENAME/qemu-server/ 

qm start XYZ
