[pve-devel] I/O Limit does not work correctly

Hello list,

today i discovered that the I/O limit does not work correctly.

iops limit work fine.

Read and write limits don't.

Set in PVE:
Read: 110MB/s
Write: 80MB/s

Got in VM:
Read:  40MB/s
Write: 40MB/s

Tested with rbd and iscsi Storage and with virtio, scsi-generic + scsi-hd.

Generated kvm command looks correct:
iops_rd=70,iops_wr=70,bps_rd=115343360,bps_wr=83886080

Any ideas?
