[pve-devel] qemu-server: auto balloning with mom algorithm implementation

this is for testing.

I have done tests with 4 vms, overcommiting host memory.

fulling the guest memory with buffured read,seem to works fine.
(I need to try with filling memory with reserved memory for apps)

the mom algo try to reduce guest memory when host memory is under pressure (80% default),
and try to reduce small amount of memory, guest by guest. (no weight for now)

(tunable values are harcoded for test)
