Yes, this is a big task I think.
I really never look at vzdump code, so I don't know how it's working. (I don't use it on my production server).
That's why I have proprosed "simple" import/export for template, source<->target copy, without snapshot.
We don't need more for simple template

Yes, we simply need to make those storage modules fully functional, i.e. 
we need to make them work with vzdump. 
We need some abstract way to handle snapshots, and some kind of import/export.
