[pve-devel] pci slot assignment proposal (hotplug requirement)

yes we can auto assign it. 
But maybe some users want to choose it ? 

The only important thing, is to fix it in config file for each device.

Why do we need to expose that to the user? We can simply add a pci address to each 
device when we generate it?
