Adds a new proxmox-backup-debug binary for recovery or inspection of
index, blob and chunk files

  - rewrote parts based on Wolfgang Bumiller <w.bumiller at proxmox.com>
    feedback on v3
  - check filetype mostly by magic number, except when
    looking for index files

  - move description into commit message

  - appiled suggestions + rewrote a few parts
  - renamed 'restore' to 'debug'<Paste>
