I just reinstalled Windows 2003 on Proxmox 1.4 and it now takes 12s to
boot to login screen (without any extra software installed of course).
So the issue seems to be the originally installed Windows 2003 on
Proxmox 1.3 - using this virtual machines on Proxmox 1.4 doesn't seem
to want to play nicely.

I tested booting with your suggestions above and had the same
experiences as before. This time it booted in 2m50s.

I assumed by one CPU you mean "CPU Sockets: 1" and "Cores/Socket:
1"?
