I guess the recipe for reproducing it would be to install Windows 2003
on proxmox 1.3 and then do the upgrade to 1.4. We actually installed
proxmox 1.3 on another machine and moved windows 2003 back onto 1.3 and
its fast again.

We have another installation of Windows 2003 on 1.3 which is also
running nice and quickly on the same spec hardware (SUN x4150, 2 x quad
core, 8gb RAM).

The config I have on 1.3 which is running fine is as follows:

# cat /etc/qemu-server/3389.conf
name: as1.cape.saao.ac.za
sockets: 2
bootdisk: ide0
ide0: vm-3389-disk.qcow2
ostype: w2k3
memory: 3000
onboot: 1
boot: c
freeze: 0
cpuunits: 1000
acpi: 0
kvm: 1
ide2: none,media=cdrom
cores: 4
vlan0: rtl8139=F6:53:F7:38:98:D5
lock: backup

The config on 1.4 which is running slowly:

# cat /etc/qemu-server/3389.conf
name: as1.cape.saao.ac.za
sockets: 2
bootdisk: ide0
ide0: vm-3389-disk.qcow2
ostype: w2k3
memory: 3000
onboot: 0
boot: dc
freeze: 0
cpuunits: 1000
acpi: 0
kvm: 1
ide2: local:iso/INVDISK2.iso,media=cdrom
cores: 4

Does that help at all?
Any other info needed please shout.

Thank you for your reply.

I recently upgraded proxmox from 1.3 to 1.4 using 'apt-get

Any way to reproduce that behavior?
