You can use groups for that, see in the Datacenter -> HA tab,
there you can configure a group with only the two desired ones
enabled. Add the group to your services and they will only migrate
to nodes in the group.<br>
<br>
with the "restricted" option set they never migrate to an node which
isn't in the group. Whitout it they migrate to an non group member
if every member oft the group failed.<br>
